Hotaru says “you’re submissive” (I think it’s Hotaru) and Setsuna kind of looks at her like “uh”.
I’m thinking the implication is that Hotaru has been spying on Haruka and Michiru’s BDSM.

Plot: Fourteen year old Usagi Tsukino is a normal Japanese schoolgirl, though she’s clumsy, impulsive and a bit of a crybaby. I figured adding pictures really breaks up my reviews and makes them more enjoyable, so I’m going to go back and add pictures to most of them. Sailor Moon was hit first, and I did some minor edits cutting out parts where I was too spoilery/unclear/specific.
