Trigger warning for victim blaming in pic and being talked about in post
So Tigers Eye finds Mako again and is a bit surprised to find how earnest she is about the whole thing. In fact, he gets pretty flustered when she takes control of the situation by being forward with her affection. His whole tactic here is about being in control of the woman and considering her as lesser, always being the man on top while the woman wilts before him, so the fact she’s just so forthright and forward reverses things for him a bit and throws him for a loop.

Even if she’s being silly at the moment, Mako is always going to be in control of herself and her situation with another man, as is healthy. But Tigers Eye is flummoxed by the idea of a woman picking him up as he “picks her up”, because this would make him regard her as someone with agency and power, which he’s not used to. He even tries to understand Mako, asking why she trusts him so much. Fish-Eye comes and reminds Tigers Eye of the job, and they chain Mako up before the conversation can be continued. Mako is completely crushed, of course. And Tiger’s Eye responds to her desperate question of “WHY?” with a choice bit of victim blaming, pictured above.

Even without the whole blatant “Treating women like objects and seducing women to entrap them” leadup, this line makes the whole situation analogous to rape- the attitude Tiger’s Eye engages here is the attitude of many victimizers and sadly, of a good portion of society: The women should blame herself for being assaulted, because she let her guard down around a man, because she “trusted” too much. It’s not up to the man not to rape, it’s up to the woman always to be on the defensive. If she trusts a man too quickly, if she dances with him/goes out with him- well, it’s just her fault for being stupid. Tigers Eye saying this as a villian and clearly being out of line is a direct condemnation of that kind of attitude.
Tigers-Eye then sticks his head in Mako’s dream mirror, causing her to flush, scream and pass out as usual in a fairly suggestive way. When he comes out, he looks slightly sad, and says “What a beautiful dream. Some part of this has gotten to him, maybe he glimpsed her desire to have an honest, loving relationship.
But then Sailor Moon and Chibi-Moon then arrive, declaring “To laugh and stomp at a girls flustered emotions of love at first sight…there’s a limit to how dishonest you can be!” Clearly, these two are not going to blame Mako at all for being “trusting”, and instead feel her trust is natural, and all the blame is place on Tigers Eye, as it should be.
