Well that was a parallel alternate universe, hence the name “Parallel Sailor Moon”. Naoko just did that sidestory just for fun. I mean, not only was this a universe where Rei was apparently interested in having sex with men and could therefore pop-out a mini-Rei, it was also one where Crystal Tokyo never happened. College!Chibiusa and Hotaru studying for their PhDs and being nerdy girlfriends were super cute though. It clearly wasn’t meant to be canon at all.
